What is an FFL transfer?
A plain-language explanation of FFL transfers.
An FFL transfer is the process of legally transferring ownership of a firearm through a federally licensed dealer. It's required for all GatSwap trades because federal law prohibits direct interstate transfer of firearms between unlicensed individuals.
In a GatSwap trade, the seller ships their firearm to the buyer's chosen FFL. The FFL receives it, has the buyer complete Form 4473, runs a NICS check, and releases the firearm once cleared.
Why can't we just ship directly?
Under federal law (18 U.S.C. ยง 922), only FFLs can receive firearms shipped via common carrier from private individuals. Shipping directly to a private party is a federal felony.
